OBJECTIVE
I am seeking a position of responsibility where I can apply my education, training, and
experience. I want to continue supporting projects through diversifying my skills and
knowledge. My goal is to attain the type of additional experience that will tap into my potential
and further my career.
SUMMARY OF EXPERIENCE
Twelve years of extensive experience in Information Systems, Cost, Accounting, Purchasing,
Maintenance, Warehousing, Engineering and many other types of industrial geared software
applications, to include back-end data mining, SQL Reporting, super-user training and testing
of the aforementioned types of software applications. My experience ranges from my time in
the Military Service (Army) as a Signals Intelligence Analyst to the industrial setting of the
demilitarization of chemical warfare munitions and the communications environment of a
government contractor. Highly involved with the process and implementation of the metrics
and data used for the Executive level Balanced Scorecard as well as other Continuous
Improvement Process projects. I have experience with the Earned Value Management System
(EVMS) while supporting the Information Systems Control Account Manager (CAM) in his
duties. I further applied the concepts of EVMS through Site Contract Administration
Representative (SCAR) duties by creating numerous Independent Cost Estimates (ICE),
managing the schedule and budget for the materials and subcontracts for the CAM, Attended
Project Management Institute (PMI) Project Management Professional (PMP) training to tie all
aspects of the project management processes together for my role in the department. I have
strong communication skills, both oral and written, highly dedicated, focused and detail
oriented with strong analytical, problem solving and critical thinking skills.

Accountable for cross functional Continuous Process Improvement activities within the Business
Excellence department. These activities are critical for the Executive Staff to review and make
business decisions on the available process capabilities. Responsible for ensuring data
precision, analysis and trending information is accurate and applicable to the Department
Managers and Executive Staff that are utilizing the metrics. Actively involved in providing
technical, analytical, and administrative support of the Key Performance Indicators (KPIs) for the
entire company.
Created and responsible for collecting, analyzing and reporting the monthly Balanced
Scorecard for the entire L-3 CS-West Group. The Balance Scorecard consists of financial,
operational, Human Resources, engineering and Product Assurance (QA/QC) information.
Active team member in the Lessons Learned committee. This committee is responsible for
promoting a repository of Lessons Learned for the entire organization. Each Lessons
Learned entry is reviewed and assigned as appropriate for finding the correct action to
ensure the issue does not arise again. The Lessons Learned system can also be a great
source of positive finds that can help other projects be lead the correct direction.
Mapped and documented the process for the Role to Process Mapping project. This project
included a compellation of members from various departments including a contractor to
ensure the Role Mapping process was well documented and easily reproduced.
Involved with a cross functional Root Cause analysis team to determine causes and
solutions to several cross departmental issues to include Procurement, Program
Management, Hardware Estimating and Accounts Payable.

Responsible for providing technical, analytical, and administrative support of the Key
Performance Indicators (KPIs) for the Maintenance, Property, Warehouse, Receiving and
Procurement Departments. In charge of work flow and work controls data collection and
analysis. Accountable for ensuring data precision, analysis and trending information is accurate
and applicable to the Department Managers utilizing the metrics. Create SQL Reports with
embedded metrics for all levels of Management as well as SQL Reports geared for the more
technical employee to receive important information on Work Orders, Correction Actions,
Purchase Requests/Orders, Inventory Items and Schedule. Experience in Information
Technology has proven beneficial in data collection, project development and performance
measurement.
Creates and maintains performance measurement tracking spreadsheets used in the
analysis and forecasting of several departments and campaigns. I create extensive SQL
Reporting queries with embedded metrics for these customers. This requires extensive
knowledge of back-end access to Microsoft SQL and Microsoft Access as well as a vast
knowledge and experience with Microsoft’s Excel, PowerPoint, Word and Adobe
Professional Acrobat Writer.
Lead teams as the Element Owner for Occupational Safety and Health Administration
(OSHA) Voluntary Protection Program (VPP) STAR level element ownership renewal for
Work Control and Job Hazard Analysis as well as Hazard Prevention. Responsibilities
include Element review, analysis, surveys and performance grading of the current
employee practices, culture and corrective action enforcement. I created a 13 page
document for the application renewal of the OSHA VPP STAR status for my specific
element as well as reviewing the other element applications.
Involved with Six Sigma Lean Teams to improve work performance and processes. This
includes the implementation of several Six Sigma processes. It was crucial to locate the
process inadequacies and redesign entire work flow for an entire department for reduction
in process variation.
Teamed a Root Cause analysis for a problem matrixed over several departments and
campaigns. This analysis included interviewing applicable personnel, problem solving and
report writing. This analysis was presented to many different levels management including
Deputy General Managers chairing the final decision making team.
01/1999 – 11/2008 Network LAN Administrator
URS Corporation
Accountable for all servers, switches and other network equipment to ensure all devices were
functional, correctly configured and operational. I administered the network security for the entire
company to include subcontractors and government personnel. Advanced skills with several
software applications, including all Microsoft’s desktop and server Operating Systems (OSs),
Office Suites, SQL Server, Visual Studio, Visio, Project, Deltek’s Accounting software, IBM’s
MAXIMO, etc. Planned, scheduled and implemented most project activities for the Information
Systems (IS) Department, in support of the Tooele Chemical Demilitarization Facility (TOCDF)
and Battelle’s Calibration Laboratory (CAL). Created and maintained the budgetary information
by way of researching and writing ICEs, Budget Estimates, Sole Source documents, Single
Source documents, SCAR duties and maintaining a complex matrix of Microsoft, Cisco and
other software applications’ licenses and Original Equipment Manufacturer information.
Administered budgetary preparation of over $1M; order and maintain support service
contracts, bench stock, hardware, and software.
Wrote Independent Cost Estimate for a Fiber Ethernet project through a Munitions
Demilitarization Building, data storage solution that included over ten terabytes in a Storage
Area Network (SAN) and several Scopes of Work (SOW) and Sole/Single Source
Justifications for various contracts.
Managed several contracts and contractors as Site Contract Administration Representative
(SCAR).
Managed a three-person project team to create, implement, and coordinate a Project
Management Plan - Microsoft server conversion, a network OSI Model Layer 3 upgrade,
Microsoft Proxy removal, and new DHCP scope.
Administered hardware and software for over 40 Microsoft servers. This included Exchange
5.5 and Exchange 2007 servers to administer over 1,000 mailboxes and a Microsoft
Exchange 2007 migration from the Exchange 5.5 system. Administered Network Security
for all servers, switches, and users.
Managed Sarbanes Oxley compliance regulations for Information Systems in conjunction
with Accounting, Payroll, and Purchasing.
Controlled the complex licensing budgetary information for the Information Systems
department including all Microsoft, Veritas, and Xiotech, etc. contracts which went through
me for verification and quality assurance.
Standardized the Help Desk common issues problem solving techniques.
Engineered all WinMPM, wInsight, P3/P3EC, and Deltek server installations, upgrades,
trouble-shooting, testing and network administration.
Highest tier level for technical issues that cannot be resolved. I was most knowledgeable
person for most hardware and software system trouble-shooting, installation and testing.
When the problem could not be found, it was given to me for resolution.

Provided parts and item research and support for the Materials Management Department.
Maintained three separate databases for Accounting, Receiving and Warehouse functions.
Prepared and analyzed reports on the creation and requirements of item numbers and
descriptions. Developed queries from maintenance and schedule data, which tracked
component trends, patterns, usage, and issue rates.

United States Army, Military Intelligence (MI) – Signals Intelligence (SIGINT) Analyst –
Sergeant (E-5)
Collected and analyzed SIGINT information to be sent to Southern Command. In charge of
sensitive and critical equipment pertaining to the SIGINT element of MI. Scheduled, maintained,
and measured other soldier’s job performance for the Trojan Encrypted Signals Intelligence
Communications system. Implemented an entire company’s Military Operational Specialty
educational curriculum to include secondary languages for 120 soldiers. Managed 30 soldiers for
a headquarters platoon as Platoon Sergeant. Evaluated and conducted soldier rank review and
merit boards.
